Pam Ellis Thinks CWDBH has No Purpose?

Dear Editor,

According to the July 29, 2022, edition of the Yellowstone County News, the Yellowstone County Attorney (YCA) is acting upon Pam Ellis’s complaint of being illegally removed from the County Water District of Billings Heights (CWDBH).

I tried to file a complaint with the same YCA last year complaining that CWDBH had held a Board Meeting without advertising the meeting or giving advance notice of the agenda, all called for in Montana law. The YCA office told me they don’t take complaints from the public only the Sheriff’s Department, Billings Police Department or Laurel Police Department. I did file a complaint through the Billings Police which went through the Legal Department and came back as being a civil matter, so I filed a civil case. How can the YCA say they provide equal justice to all?

Pam Ellis testified in Helena that the CWDBH serves no purpose because they don’t produce water (watch the Local Government meeting of July 12 & 13, 2022). Northwestern Energy never used to produce electricity, neither does most REAs’. According to Pam Ellis, they serve no purpose either! Why did she want to be on the CWDBH Board of Directors in the first place and why is she fighting so hard to stay on a board that serves no purpose?
